Visa-free privileges to the Philippines for foreign nationals of countries under Executive Order No. 408 (s.1960), as amended, including nationals of Brunei Darussalam, have resumed on 10 February 2022. This is pursuant to Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 160-B dated 03 February 2022,
- A.Non-Visa Required Foreign Nationals
- Nationals of EO 408 Countries:
- Foreign Nationals of non-visa required countries under EO No. 408 shall be allowed to enter the Philippines visa-free for 30 days without need of an entry exemption document (EED), provided they comply with all the requirements for visa-free entry outlined in Section A(1) to A(3), inclusive, of IATF Resolution No. 160-B.
- Requirements for visa-free entry, outlined in Section A(1) to A(3):
- Fully vaccinated, as defined in Section A(2) below, except only for minor children below twelve (12) years of age traveling with their fully-vaccinated foreign parent/s;
A foreign national shall be deemed fully vaccinated only if he/she is fully compliant with the following requisites:
- Received the second dose in a 2-dose series or a single dose vaccine more than fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation.

- Carry/possess an acceptable proof of vaccination, as set out in Section A(3) below;
The following shall be the only acceptable proofs of vaccination, which shall be presented prior to departing/boarding from the country of origin/port of embarkation and upon arrival in the country:
- Present a negative RT-PCR test taken within 48 hours prior to the date and time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided, that, they have not left the airport premises or have not been admitted into another country during such lay-over;
- Have valid tickets for their return journey to the port of origin or next port of destination not later than 30 days from the date of arrival in the Philippines;
- Have passports valid for a period of at least six (6) months at the time of arrival to the Philippines; and
- Obtain, prior to arrival, a travel insurance for COVID-19 treatment costs from reputed insurers, with a minimum coverage of USD35,000.00 for the duration of their stay in the Philippines.
- Foreign Nationals/Former Filipino Citizens under RA9174 (Balikbayans)
- The Balikbayan Program under Republic Act. No.9174 remains in effect, and eligible foreign nationals shall be allowed to enter the Philippines visa-free for a maximum of one (1) year provided they comply with all the requirements for visa-free entry outlined in Section A(1) to A(3), inclusive, of IATF Resolution No. 160-B.
- Foreign spouses and children of former Filipino Citizens/Balikbayans who are nationals of EO No. 408 countries, whether travelling with such former Filipino Citizen/Balikbayan or not, shall also be allowed to enter the Philippines visa-free, provided they comply with all the requirements for visa-free entry outlined in Section A(1) to A(3), inclusive, of IATF Resolution No. 160-B.
- Foreign Spouses, Parents, and Children of Filipino Citizens
- Foreign nationals who are spouses, parents and children of Filipino citizens who are nationals of EO No. 408 countries shall be allowed to enter the Philippines visa-free, provided they comply with all the requirements for visa-free entry outlined in Section A(1) to A(3), inclusive, of IATF Resolution No. 160-B.
- B.Visa-Required Foreign Nationals
- Foreign nationals not included under EO 408 for purposes other than tourism or leisure may apply for 9(a) temporary visitor’s visa, provided they have been issued an entry exemption document (EED) by the Office of Consular Affairs (OCA) of the Department of Foreign Affairs pursuant to IATF rules and regulations, and they comply with all the requirements under Section C of IATF Resolution No. 160-B, as amended.
- C.Entry of Foreign Nationals with Other Visa Types
- Foreign nationals with valid and existing visas other than 9(a) visas may be allowed entry into the Philippines, subject to the guidelines under Section D of IATF Resolution No. 160-B, as amended.
Guidelines under Section D of IATF Resolution No. 160-B
- Fully vaccinated as defined in Section A(2) and are able to present proofs of vaccination as set out in Section A(3), and shall no longer be required to observe facility-based quarantine but shall self-monitor for any sign or symptom for seven (7) days with the first day being the date of arrival. However, they are required to report to the LGU of their destination should they manifest any symptoms.
- Foreign nationals covered by Section D who shall not be fully vaccinated as defined in Section A(2) above shall be denied admission into the country and shall be subject to the appropriate exclusion proceedings.
- Foreign nationals covered by Section D who fail to comply with the conditions and requisites set forth in Section A(3) above shall be required to undergo facility-based quarantine until the release of their negative RT-PCR test taken on the fifth (5th) day. After which, they shall be required to undergo home quarantine until their fourteenth (14th) day, with the date of arrival being their first day.
- D.Suspension of Other Visa-Free Privileges and Issuance
- All other visa-free privileges for foreign nationals, such as those covered by visa waiver agreements and those for Chinese and Indian Nationals with valid AJACS and AJACSSUK visas, respectively, remain suspended until further notice.
- Visa-free privileges likewise shall not cover foreign government officials and officials of international organizations. Such officials proceeding to the Philippines on official business will need to secure 9(e) visas.
- The issuance of multiple-entry 9(a) visas remains suspended until further notice.
