Eligible Filipinos may register as overseas voters starting 06 May 2014 (Tuesday).

All citizens of the Philippines abroad, not otherwise disqualified by law, at least eighteen (18) years of age on the day of the election, and who wish to vote during the May 2016 National Elections may file an application for registration/certification as an overseas voter at the Philippine Embassy during the period 06 May 2014 to 31 October 2015.

Filipino residents of Brunei, Malaysia, or other countries may register as an overseas voter through the Philippine Embassy in Brunei.

PHILIPPINE PASSPORT AND OTHER REQUIREMENTS. To facilitate registration and accomplishment of the registration form, applicants are requested to bring a valid Philippine passport or a copy thereof as proof of their identity. (The passport shall be returned to the applicant as soon as it is photocopied.)

Passport data shall be encoded as part of the voter’s registration record.

All applicants are required to submit themselves for the live (onsite) capture of their biometrics data through the Voter Registration Machine (VRM).

Dual citizens and seafarers shall be requested to present additional requirements, and are advised to contact the Philippine Embassy for details.

QUALIFICATIONS. Filipinos based abroad, including seafarers, may register as overseas voters through the Philippine Embassy in Brunei provided the said voter:

•             is abroad or will be abroad during the 30-day voting period

•             is at least 18 years old on the day of the elections (born on or before 09 May 1998)

•             is not otherwise disqualified by law.

DISQUALIFICATIONS. Any one of the following may disqualify an applicant from registering:

•             Loss of Filipino citizenship. Those who have lost their Filipino citizenship in accordance with Philippine laws;

•             Renunciation of Philippine citizenship. Those who have expressly renounced their Philippine citizenship and who have pledged allegiance to a foreign country—except dual citizens who have reacquired or retained their Philippine citizenship under the Citizenship Retention and Reacquisition Act of 2003 (Republic Act No. 9225);

•             Conviction of criminal offense. Those who have been convicted by final judgment of a court or tribunal of an offense punishable by imprisonment of one year or longer; and/or

•             Insanity or incompetence. Those who have been previously declared insane or incompetent by a competent authority in the Philippines or abroad.

UPDATES IN VOTER’S REGISTRATION DATA… Overseas voters may also do the following updates through the Philippine Embassy in Brunei:

•             transfer their registration record from one overseas voting venue to another (e.g., from Brunei to Singapore or vice versa)

•             request a correction of entries (arising from a change of civil status, legal change of name, erroneous encoding of demographic data, or incomplete capture of biometrics data) and

•             provide their new residence address details in Brunei.
